The local planning process in the city of Medellin, Colombia, began in 1994 in the northeastern area of Medellin. It arose at a time of weakness and disarticulation of the popular movement, of great fragmentation of the city, which prevented the social organizations from working together and the construction of common alternatives to the problems that worsened as poverty advanced.
