Characterization of social-citizen control actors in the city of Medellin.
The formulation of guidelines for a public policy of social-citizen control of public management may become an innovative fact in the institutional development of the municipality of Medellin that contributes to the review and adjustments to the procedures of: "internal control", "public contracting", "citizen participation", "accountability" and "transparency", among others, as a contribution to the improvement of public management, decrease of apathy and distrust of citizens towards institutions, transformation of social and cultural phenomena associated with corruption and illegality, recognizing and valuing the potential and purposes of this initiative in terms of education, pedagogy and the construction and/or transformation of the political culture of the inhabitants of the municipality and of the organizations, institutions and individuals and their interest in the collective and public goods.
