This report, like those presented in the last three years, has as a relevant element of the context the negotiation process being carried out between the Colombian Government and the insurgent organization Farc-EP, as well as the developments in the rapprochements with the ELN. Notwithstanding the obstacles that are constantly arising mainly from their enemies, there are reasons to believe that there is now greater certainty that the process has reached a point of no return, that is, that it is possible to believe that a pact for the end of this war, whose prolonged condition has left so many victims, will be signed and that political negotiation has been imposed.
